I am looking at the Debian distro. for several uses. I've got a fairly trivial question related to this. In creating the symlinks in the various rcX.d directories, is there a utility for managing these similar to the chkconfig tool in RedHat or is it strickly a manual affair?

Start and Kill. The number allows shell script wildcard to process them in order... S00 first S99 last etc. The last started are generally killed first, with things like networking which provide core functions, started earlier and killed later.
