Release critical means the package can't be released in its current state due to this bug, and this can be due to any of: serious policy violations or the maintainer doesn't think it should be released (serious), that it's completely nonfunctional (grave), or that it has security issues or destabilises the system (critical). If something's not suitable to be released, then it shouldn't be put in testing.
