There is no use of localepurge that is guarenteed not to cause problems
with other packages. Most of the time /bin/rm is used, it is guarenteed
not to cause problems with other packages. That's a huge difference.

What bug can't you blame on the user that way? If the user didn't want
to the postinst to fail, he shouldn't have installed the program. If he
didn't want those files to conflict, he shouldn't have installed those
packages.

At the current time, they aren't bugs in other packages, as no other
package has an obligation to work when a file in /usr/share/man or
/usr/share/locale is missing, as opposed to when a file in
/usr/share/doc is missing.
