java.lang.reflect.Proxy missing from libgcj3

The GCJ webpage boasts that java.lang.reflect.Proxy support was ported
from GNU Classpath on September 29, and it's in their CVS, but it's not in
any of the libgcj Debian packages.  Is there any special reason for this?
