I disabled lapack on arm to get cvxopt into testing (that is why there
are the lines

# remove atlas temporarily:
# libglpk-dev, libfftw3-dev, liblapack-dev [arm], libatlas-base-dev [!arm],

in debian/control.

I did not try with lapack enabled since then, partially because I am not
even sure if there is *any* user of cvxopt on the arm architecture...
