With gcc-4.5 being the current version in wheezy and 4.6 being default in unstable it would be very nice to have -doc packages again. I admittedly have no real clue about dfsg/GFDL problems but my guess would be that it would have to live in non-free (hence the RFP). The -doc package was removed in the course of #571759.
