msa.h should be include into libgcc-?-dev package.
Since MSA is only available (and yet optional) for MIPS r5/r6,
this is not enabled by default.

Anyway this header should be installed.

do *NOT* apply this patch to gcc-6, as gcc-6 seems have not MSA support.
