I don't want to build any "random" cross compiler from the gcc packages,
limiting these builds to the targets that Debian either supports as a release
architecture or a port architecture.  I can't see this for or1k.

So the approach for packaging would be to build something like the binutils-bpf,
gcc-bbf, and gdb-bpf packages.

You may also contact Nicolas, who wanted to coordinate building of targets which
are not Debian ports.
