I believe that you won't have seen any messages to this bug yet, if I
recall correctly how reassignment works with the BTS.

libgccjit0 already transitively recommends libc6-dev, and it looks like
this needs to be upgraded to a hard dependency.  This is the last
remaining known RC bug before Emacs 28 can finally migrate.  Could you
make the change, please?  Thanks.
