But debuginfod has no dependency relationship with libarchive-tools, so there's no reason to expect that bsdtar will work. For an installation of debuginfod on a Debian system, I think unpacking .deb is basic functionality, so I think a Recommends or maybe even a Depends would be proportionate. Looking at NEWS, I think this is probably a regression in 0.184 (therefore a regression between bullseye and bookworm).
