Sorry but I'm not able to reproduce this issue.
I see that you are using python3.9.
In what environment are you trying to build?
bullseye with sid cowbuilder chroot
Could you please provide more details to reproduce?
The clean target is executed outside the chroot first before the build
is started in the chroot.
Looks like it requires dh-python from backports.
