Thanks for input. I gave up trying to make the packages have /usr/mapserver7 as root. Instead, I created a set of mapserver7 packages which have binaries in the normal paths (e.g. /usr/bin/mapserv) and made the mapserver7 packages conflict the normal mapserver packages (so an apt upgrade will not replace mapserver 7 with mapserver 8).
