   Hmm.  I think getty should be the one to do it.

Yes, getty is definitely the place to do it, but ...

... it already does a TIOSCTTY ioctl as part of login_tty.  The extra
TIOCSCTTY ioctl actually does harm.  So please revert the patch.

There something else going on.  I'll try to debug the problem and see
if I can come up with a solution.
