I have no idea if it is wrong or not. I notice that the monetary formatting in fr_FR uses grouping and space as separator, while numeric formating does not. I suggest registering the issue at <URL:http://sources.redhat.com/bugzilla/>. Collecting a comment from the original locale author, Keld Simonsen, is probably a good idea as well.
