The bug is due to a libc6 which does not understand the old timezone, at least on i386 (but not on amd64). You appear to have a /etc/localtime in old format (and also no /etc/timezone) due to bug #438191. Given that etch only has timezones in old format, I believe this is a blocker for etch -> lenny transition. -- .''`.
