He seems to believe, for whatever reason, that avoiding writing out incomplete multibyte sequences in incorrect programs that use %.NNs formats haphazardly with multibyte strings is more important than not breaking correct programs that are using %.NNs with strings not intended to be interpreted as multibyte characters in the current locale.
