Helge, I suspect that the only reason that this file references me as a contact is since it was based off Croatian locale that I put together two decades ago. I no longer maintain Croatian locale, but since this one is based off my work that was LGPLd, I believe the same license should apply to it, granting rights for use, distribution and modification according to LGPL.
