Thanks for the details, The problem is due to the fact your only
partially upgraded your testing system, which is not something
supported. In that particular case you also need to upgrade base-files
along with libc6, as there are tight together by the usr-merge
transition..

I'll see if this can be forced by adding for instance a break against
base-files, but this might just increase the chance that apt fails to
find a solution to the ugprade from bookworm to trixie.
