I'm not sure if the cloned bug got its metadata set properly, so I'm not CC'ing any bug right now... I actually just spent some time this past weekend finally tracking down this exact same issue with Incus[0]. Debian's golang packaging workflow depending on a deprecated GO111MODULE=off is less than ideal, and will stop working at some point down the road when GO111MODULE is removed from Go.
