I have created a draft PR here[1]. It reads the module named being
packaged and creates source and -dev binary packages with the mod
version in it. Please let me know your thoughts. Thanks

I have updated the PR and moved it to ready for review. It doesn't
depend on the deprecated golang.org/x/tools/vcs package anymore. Please
let me know your thoughts. I'll also implement the 2nd and 3rd items
from the dh-make-golang items list. Thanks
