Who set it up initially? I've seen little documentation about it.
I've never found it useful, to be honest -- lots of false positives, and
it has never found any real issues that Salsa CI didn't also find -- so
I would see it as progress if we finally let go of it, and could drop
the debian/gitlab-ci.yml stuff and finally migrate to
debian/salsa-ci.yml like so many other Debian packages.
