This is a separate issue from esd not reading esd.conf. Esd should read esd.conf if it is not in autospawn mode. The current behavior is not intuitive, and there are several bug reports asking for this patch. If the gnome developers want to create a capplet that controls what arguments gnome-session sends to esd and saves that in gconf, that is fine, and could be useful, but doesn't change the need for this patch.
