Well, gstreamer-properties is a GNOME frontend to gstreamer-gconf and depends on a the GNOME libraries. GStreamer, on the other hand, is desktop- and platform-independent, and should not depend on GNOME. For example, if KDE or Mac OS X apps use gstreamer, then KDE or Mac configuration tools would be used instead of the gnome-media tool. For now, the only desktop-independent way to configure gstreamer-gconf is with gconftool-2.
