There is a post 2.14 patch to metacity (in CVS head) that makes it possible
to enable/disable the compositor at runtime. This patch was shipped in
Fedora Core 5.

This would really be the best way to go as it doesn't have any effect when
turned off and it's much easier and makes more sense than packaging two
separate packages.
