I've added a Makefile implementing such checks in gnome-pkg-tools 0.10
and added the relevant build-deps and checks in experimental modules.
(The build-dep bump was not strictly needed as the include could have
been made optional ("-include ..."), but I felt safer bumping it in
case of pbuilder builds with an out of date gnome-pkg-tools and with
svn-dont-clean (or without sbp).)
