I chatted with the other Ubuntu GNOME contributors and I believe we agree to avoid uploads to experimental during this stage of the freeze. That seems easier for everyone to understand and follow than making exceptions. I assume that once Debian 13 is released, we can use experimental for 49.x uploads. I think for Debian 12, we tried to keep Unstable and Testing reserved for things that could plausibly land in Debian Stable until 12.1. If that makes sense to everyone, we could do that for 13.1.
