I’m not sure whether there is much to work on: ghc on powerpc does not build ghci, i.e. can not execute interpreted code. This is required to use TH. So unless ghc on powerpc gets that feature, there is nothing you can do about this. I hope that with the next ghc6 release, we’ll have ghc6 provide "ghc6-th" and "ghc6-threaded" (or similar) on architectures where TH and threaded RTS are supported, so that we can avoid such build failures using Build-Depends.
