I think http://urchin.earth.li/~ian/cabal/gobject/debian/ probably has the closest I've got to a generic debian/rules and debian/control.in. The problems I remember are the "--auto-ghci-libs" hack that is marked with "XXX"s and I haven't done anything about (build-)dependencies for cabal dependencies.
