I've done this change and uploaded[0] it.
I'm getting the warning:

${shlibs:Depends}

I think it's because dh_shlibdeps is not generating debian/substvars
because there's nothing to be added as dependencies. But I read[1] that
these fields should always be present and[2] that it should only be
present when there are generated deps. As [2] is older, I kept these
fields.
Another thing: the default haskell-utils is not including dh_makeshlibs.
I thought this is not needed for haskell libraries, but the gtk2hs
package includes it. I checked haskell-mtl, and it doens't include, so
I left it commented. But why is it needed for gtk2hs?
