Not yet, but if Ian wants they could be. The problem would be that the subscriber lists don't necessarily match up, so some people might find their forwarded mails don't get accepted. This would probably have been done better as a (nearly) atomic operation - move all the subscribers + archives over at once and add forwarding at that point, but it's a bit late for that now.
