Yes, small test cases are obviously much easier to debug for a porter than having to first spend time learning about a specific package. I think this question is best asked on the debian-release list. I do know of at least one other package that has (temporarily) disabled its test suite for hppa. It depends a bit on when a porter (which I'm not) could look into the issue. Carlos does most of the work ATM and AFAIK he has a number of other issues on his TODO list.
