Check the ftp Access method in the "dselect" program.
Or, to update manually:
settrans -c /ftp /hurd/hostmux /hurd/ftpfs ${host}:/
and then
cd /ftp/ftp.debian.org/dists/unstable/main/binary-hurd-i386/base
dpkg -i bash_*deb
etc
