Wait.  As the system is right now, there's a lot of power in the login
shell from a security perspective.  And now you are considering 'work
arounds', but the solution is so simple: close that door.

Maybe it would be nice to make that an debconf option.  But I think,
that has quiet low priority.  The FAQ would mention the same way for
configuring the login method - just with login and loginpr exchanged.
