Well, there are several version numbers in the Hurd: The version of the Hurd interfaces. Which should always be backwards compatible but wasn't this time. Still, extensions might only be available from some time on. The version of the Hurd libraries. Which keep changing without regard to the soname until they have stabilized. The version of the tools and the Hurd package as a whole. For convenience, they are all at 0.3 now, even though for some libraries it wasn't strictly necessary to change the soname.
