The reasonable criterion for a lintian warning has already been decided: this is "no debconf translation at all" (ie no PO file in debian/po) or "all translation files incomplete". This is either already implemented...or already suggested in lintian's BTS. In the case of darcsweb, the maintainer would have got the warning saying "Thou Shalt send a call for translations or Thou Shalt fear My Anger".
