I think you got this wrong. He is using 6to4, not 6in4. Different approach.
What he is doing is calculating a IPv6 address based on his IPv4 add
routes his default route to ::192.88.99.1
That results in, that he goes encapsulated in IPv4 to the first
provider, that has a 6to4 gateway. 192.88.99.0/24 is a special range
assigned for this purpose (see RFC 3068)
He is currently not using a tunnel broker.
