Proftpd is a good one to use. Have a look at
http://www.castaglia.org/proftpd/doc/contrib/ProFTPD-mini-HOWTO-Vhost.html
to setup VHOSTS.

If you however are talking about locking people into their home
directories look at the DefaultRoot directive
