I might be wrong, I am not sure about the modern controllers (I am used to old ways :)) ), but not long ago if the controller did not found hard disc on ID "0" or "1" it simply did not load the BIOS and the system could not boot :)). The decision of which one to boot from, or what file to load, is up to the BIOS or PROM or IPL or whatever.
