So I'm looking for a Debian (since I like Debian!) ISP, ideally in the UK, who would be willing for me to relay for psyctc.org, atprn.org, atprn.org.uk (all on 217.34.100.194, coming out through 198).

I am really sorry, but I can not contact you.
My Dialin-Net (t-dialin.net) is blocked by your mailserver.
I have a LAN Mailserver which uses a smarthost (smtp.net4visions.de) for external mail.
But the mail header contains my LAN Mailserver of course.
Why are you checking all headerfields? Wouldn't it be enough to check the sender-host which is contacting your mailserver?
I would say that your mailserver is misconfigured.
