OK, I read mutt document and changed send_charset as folows
# set encoding: default mutt order = us-ascii --> iso-8859-1 --> utf-8
#set send_charset="us-ascii:iso-8859-1:utf-8"
# set encoding: order = us-ascii --> iso-8859-1 --> iso-2022-jp
set send_charset="us-ascii:iso-8859-1:iso-2022-jp"
今度は読みやすいですか？

I see. UTF-8 is not preffered. I should be sending this with iso-2022-jp
