I have not figured out how to do it yet myself, but a working set up on my
system to use LaTeX with japanese characters, is to use
platex (from ptex-bin package)
and use that instead, and use ISO-2022-JP for my tex source files,
and use xdvi-ja for viewing the resulting DVI files.
