Hideaki - You may have better luck if you upgrade to a more recent branch (testing, probably). I've had much, much better luck with locales in more recent releases, and I recall a great deal of unpleasantness with locales back when Woody was in testing. I run testing/unstable, and everything works quite nicely "out of the box":
