I have the same problem. Starting Tomcat4 at startup via
/etc/rc2.d/tomcat4 does not work but running "/etc/init.d/tomcat4
start" from the command line works.

This has been reported on the BTS and marked as wontfix for valid
reasons (fixed in the testing/unstable version, only security updates
are allowed to woody).
