To to create a patch that works around

I want to modify the netbeans dependencies in a way that says
"Can depend on any java 6 or java 7, but not openjdk 6. "
Can I express this with debian dependencies?
Looking at the control file it seems that java dependencies come from a
variable ${Depends:java}. This is to have a central location to modify
the java dependencies, I think. Where is that central location?
