It is controlled by cupsys - kde is not involved, accept the local cupsys on my kde machine talks across the network and picks up the info on the Epson Stylus. Its a while since I set it up, but the foomatics etc are all about creating a file that sits in /etc/cups/ppd called the <name of printer>.ppd which defines all the parameters of how to drive it.
