It already does, the applications.menu file itself is under /etc/xdg/menu you just have to edit it to the style you want. The users menu can be stored under ~/.config/menu similar to how update-menus works already.

I'm looking for simple config items, along the lines of...

Choose a menu style for the KDE desktop:
[ ] system default      whatever the Debian-KDE developers have setup
[ ] KDE only            ignores the Debian generated menu
[ ] Debian only         ignores the default KDE menu
[ ] custom              the sysadmin or user is on their own

Editing the xml based applications.menu will not be so straight forward, especially when it comes time to merge sysadmin tweaks in with changes to the system default.
