Try posting to the kubuntu users group ([EMAIL PROTECTED]),

Modify /etc/udev/files.d/... (see the very
good /usr/share/doc/udev/writing_udev_rules/index.html)

You're probably going about this the wrong way.  Forget about /mnt/usb and
fstab, let pmount automount the stick, and make sure the KDE settings are
set to show removable device icons (KDE settings: Desktop/Behaviour/Device
icons).  Then just click on the icon to mount it.
