After adding a policy file to the HAL tree with the specifications needed, HAL had the correct attributes for my keyboard. And X gets it too, but not for the first two apps started in kde. I might try updating HAL, but I think the problem is maybe rather specific for the combination of my X version with KDE 4.2.2 (and perhaps the qt version). Really no one else seems to experience this ... strange.
