I discovered that the issue was caused by OpenGL compositing crashing Kwin and 
thus KDE disabled OpenGL  and  all affects that relied on OpenGL compositing 
(including  the Flip Switch task switcher effect I used) were disabled as well.

Re-enabling OpenGL detection and then restarting KDE solved the issue.
