The test for ${ROOT} in /script/local reproducibly fails. The root fs is on /dev/hdb6. When the script drops launches the busibox shell, I can see /dev/hdb6 is present. Exiting the shell resumes normal booting. Please feel free to reassign if necessary. This started to occur only after I installed the latest udev.
